Street Hockey Goalie Pads?

I have been thinking about starting a hockey team at my school. Would the goalies necessarily need padding? We are gong to use a street hockey ball that doesn’t hurt too much, but there is still areas that would need protecting like the face. Where would we get cheap pads because everywhere I looked each piece was like 50 bucks. Also I don’t know if we would play in the gym or outside on the asphalt so in both situations which kinds of pads would be best?
